
Vijayawada: In a major move to strengthen the functioning of urban local bodies in Andhra Pradesh, the Municipal Administration and Urban Development Department has taken a key decision. The state government has issued comprehensive guidelines for deputation of officers from other departments as Municipal Commissioners/Additional Commissioners, said S. Suresh Kumar, Principal Secretary, Municipal Administration and Urban Development Department . Suresh Kumar clarified that this is part of the government’s broader efforts to promote efficient, professional and accountable urban governance in response to the rapidly changing challenges in the urban sector. Urban local bodies play a fundamental role in providing essential civic services like sanitation, water supply, waste management, street lighting and urban infrastructure to the citizens.
Comprehensive guidelines issued
Over the past few years, due to administrative exigencies and shortage of human resources, officers from other departments have been deputed to the Municipal Administration and Urban Development Department. However, concerns have been raised about the lack of domain expertise among the officers so deputed, which has affected the quality of governance in many municipalities. Recently, the Andhra Pradesh Municipal Commissioners Association (APMCA) has highlighted the inefficiencies arising out of these deputations and requested the government to frame stringent eligibility criteria. Municipal Administration. On the directions of Urban Development Minister P. Narayana, the Commissioner Director of Municipal Administration has submitted a detailed proposal emphasizing the need for effective leadership in the complexities of urban governance.
Basic knowledge of urban governance issues
The key points of the new guidelines are that as per the new order, the government has introduced a standard mechanism to control and regularize deputations so that only officers with the right qualifications, experience and ability are considered. Only officers drawing salaries and allowances commensurate with the grade of the relevant municipal
corporation and having basic knowledge of urban governance issues are eligible for the posts in the eligible departments. Departments eligible for deputation. The posts are Panchayat Raj Department: MPDO.MLDO, Deputy CEO, CEO of Zilla Parishads (for various grades of municipalities). Revenue Department: Tahsildars and Deputy Collectors. State Audit Department: Assistant Audit Officers and District Audit Officers. Secretariat Department: Section Officers and Assistant Secretaries.

Eligible candidates
Only officers having pay and allowances commensurate with the post of Municipal Commissioner/Additional Commissioner (Grade to Selection Grade) will be considered. That too only during administrative exigencies and when suitable candidates are not available in the department. In order to enhance the standards of administration, the following pre-qualifications are mandatory for the deputation process: At least five years of service and probation in the present department. Bachelor’s degree from a recognized university. Successfully completed Accounts Test for Local Bodies Part 2 conducted by the Tishishili. Clearance from Vigilance Officers and consent from the present department.
Innovative program
Mandatory Training Programme: This is an innovative programme. The Government has introduced a 30-day structured training programme for all officers before joining duty after posting on deputation basis. As part of this training, awareness programmes will be conducted in the following institutions/departments: Commissioner, Director of Municipal Administration, Office of the Directorate of Town and Country Planning(Directorate of Town and Country Planning).
