Hyderabad: It is learnt that the Central Design Organization of the Irrigation Department and outsourcing consultancy agencies have agreed to prepare the drawings for the three barrages in the Kaleshwaram Lift Irrigation. The Central Designs Organization of the Irrigation Department, which is the nodal agency for the design, has been expressing its inability for years to prepare the necessary designs for the renovation of Medigadda, Annaram and Sundilla barrages.

The Irrigation Department has issued 9 memos since October 2023 to conduct a study on the defects in the barrages and prepare designs for their renovation. The Irrigation Department expressed dissatisfaction when the CE CDVO did not respond and replied that they would be held accountable for the failure of operation and management. The Irrigation Department has strongly criticized the CDVO for not responding even two months after the NDSA submitted its report on the barrage renovation, including the requests made by the Irrigation Department regarding the designs in the more than twenty letters it wrote.
CE CDVO is responsible for the construction of Kaleshwaram barrages
The CE CDVO, which acts as the nodal agency in terms of designs, is the highest body responsible for the designs for the construction of Kaleswaram barrages. Whether they gave the Kaleswaram designs or not, the files only show that the designs were prepared by the CE CDVO. With the sagging of the Medigadda barrage and the collapse of the Annaram dam, the highest department in the department, CE CDVO, having been reluctant to take responsibility for the preparation of designs and drawings for irrigation projects, has drawn criticism. The CDVO’s request that the preparation of designs for the barrage renovation be entrusted to the best experts and research departments has also caused trouble for the Irrigation Department. The CE CDVO is supposed to take on the responsibility of preparing designs for the renovation of Medigadda, Annaram and Sundilla barrages based on the recommendations of the National Dam Safety Authority (NDSA). The Medigadda Barrage in the Kaleshwaram project collapsed on October 21, 2023. Since then, a vigilance inquiry, an NSA inquiry, and a PC Ghosh judicial inquiry have been conducted on Kaleshwaram. The report of the inquiry committee headed by NDSA Chandrashekhar Iyer was submitted to the state government by the Central Jal Shakti Department on April 24. Based on the recommendations made in this report, geophysical and geotechnical tests are to be conducted to identify the defects in the barrages and designs and drawings are to be prepared for the restoration of the respective barrages based on the information received through them. The state government has expressed deep dissatisfaction over the lack of progress. The CDVO CE has recently directed the CDVO CE to take necessary steps to prepare designs and drawings for the restoration of the barrages with the help of its engineers and top-notch organizations, and the formation of a consultancy for the entire CDVO has come forward. In view of the importance of approving the detailed designs for the rehabilitation of Medigadda Barrage, the ELC General has directed the CDO CE to complete these works within a specific time frame .
