Funds: Finance Commission funds received from the Center – CPM Secretary Srinivasa Rao

Vijayawada: AP CPI (M) State Secretary on Wednesday wrote to Andhra Pradesh Deputy Chief Minister Pawan Kalyan, requesting him to immediately release the 15th Finance Commission funds of Rs. 1,121 crore from the Centre to the panchayats, increase the salaries of sarpanches across the state, and resolve village problems.V. Srinivasa Rao wrote a letter. There are still shortcomings in transferring funds and functions to the lower local bodies in the three-tiered system of power provided by the Constitution. Centralization is strengthening day by day. Locally integrated panchayats are playing a key role in development. But for some time now, due to the centralized policies of the state government, development in panchayats has been stagnant. It has been 4 years since the sarpanches were elected on a non-party basis in the state. The sarpanches, who were elected with great hopes and enthusiasm to develop the villages , are running development programs at a snail’s pace due to lack of funds, government encouragement or lack of government support. More than 50 percent of the sarpanches in the state belong to SC, ACT, BC and minority communities. All of them took loans and carried out development works in the villages, but the previous government did not even release the bills for them. The finance committee that was supposed to be given to the panchayats did not provide funds.

V. Srinivasa Rao also stated in the letter that the 15th Finance Commission funds released by the Central Government were diverted in the name of electricity dues. Although the first tranche of funds was released after the coalition government came to power, they are facing a lot of difficulties as the second tranche of Rs. 1121 crores of the 15th Finance Commission funds released by the Central Government has not been released for the last 6 months. They have been agitating for them for a long time. However, there has been no solution yet. V. Srinivasa Rao requested Pawan Kalyan, who is in charge of the Panchayat Department, to pay attention to resolving these problems . V. Srinivasa Rao requested Pawan Kalyan to take the following steps and promote local bodies and village self-governance. He said that the 15th Finance Commission funds released by the Central Government 6 months ago should be released immediately to the accounts of the Gram Panchayats .
