
Minister Uttam’s letter to the Union Minister of Water Power
Hyderabad: State Irrigation Minister Uttam Kumar Reddy has written a letter to Union Jal Shakti Minister CR Patil demanding early approval of pending projects in Telangana for the use of 45 TMC water in the Krishna River as per the GWDT award. The clearance has not been received yet for the Palamururrangareddy Lift Irrigation Scheme and Dindi Lift Irrigation Schemes. If these projects get environmental clearance, they will be eligible for grants and financial assistance from the Centre as well as loans at low interest rates from financial institutions like NABARD. The DPR of the Sammakka Sagar project was submitted to the Central Water Commission on September 21, 2021. The clearance from the Directorate of Internal Affairs is being delayed due to the no objection from Chhattisgarh. He stated in the letter that the Telangana government is ready to pay compensation to the landowners there as per the instructions and rules of Chhattisgarh.

Andhra Pradesh is ready to follow the recommendations of the report given by IIT Kharagpur regarding the flood situation, demanding that Uttam stop the illegal diversion of water .Srisailam in the Krishna BasinUttam demanded that Andhra Pradesh stop the illegal diversion of water from the remaining water to other basins. It is diverting water from the Srisailam reservoir at +880 feet through the Pothireddypadu head regulator with a capacity of more than 1.5 lakh cusecs. Andhra Pradesh has undertaken canal construction to divert 8 TMC of water per day from 841 feet. It has constructed the Rayalaseema Lift Irrigation Scheme, which carries 3 TMC per day at 797 feet, as well as the Muchumarri and Guru Raghavendra projects. It diverts flood water from the Krishna river to areas outside the basin. The reservoir is being emptied due to the constructions that divert water from the Srisailam bottom.
The hydropower generation dependent on Srisailam and Nagarjunasagar is being affected. The capacity to divert 200 TMC in 20 days at a rate of 10 TMC per day is disrupting the in-basin needs of Telangana.
Work continues despite National Green Tribunal stay
Telemetry should be implemented to accurately measure water flows. Uttam alleged that AP is preventing the flow from Tungabhadra to Krishna River as per the award. .The AP government has taken up the Rayalaseema Lift Irrigation Scheme to lift 3 TMC of water per day from the bottom of Srisailam reservoir (+797 feet) to the other basin. Work is continuing despite National Green Tribunal stay. The orders given by NGT to restore it to its previous condition before the work starts should be implemented. The discharge capacity of Srisailam Right Main Canal has been increased unauthorizedly. Arrangements have been made to move 1.50 lakh cusecs of water. This canal, which has a capacity of 44 thousand cusecs, was recently increased to 89 thousand cusecs. The management of Srisailam Dam has become dangerous. It has proposed to provide 160 TMC of water from Tummidihetti in Adilabad to 7 joint districts along with 16.40 lakh acres of ayacut along with drinking water. The Central Water Commission had approved this project in 2010 itself. An agreement was signed between Telangana and Maharashtra in 2016. The current allocation of 20 TMC should be increased to 80 TMC.
Telangana’s share of Godavari river waters is 968 TMC.
Out of Telangana’s share of 968 TMC in Godavari river waters, 80 TMC should be adjusted for this project. The central government should intervene to complete this project quickly. Financial assistance should be provided under AIBP for the construction of this project. There are proposals for the Ichchampally Cauvery Link Canal as part of the National Rivers Linking Plan. The National Water Development Authority wrote a letter in March 2024 to Telangana to give 50 percent of the 148 TMC of water transfer from Ichchampally to Cauvery. There is a need to hold discussions on the issue of transferring water from the Godavari basin to other basins. The central government should allow the construction of a new project at Ichchampally to use 200 TMC of flood water to meet the irrigation and drinking water needs of drought-affected areas of Telangana. The GWDT has stated that the Polavaram and Ichchampally projects on Godavari will be undertaken. He requested that since the Center is funding the Polavaram project, the Center should provide equal funding for the Ichchampally project .
