
Kaleshwaram Project: BRS chief KCR and former minister Harish Rao have filed a petition in the Telangana High Court to quash the report submitted by Justice PC Ghosh Commission on irregularities in the Kaleshwaram Lift Irrigation Project . They are preparing to approach the Supreme Court as the High Court did not grant a stay. The Congress government is planning to discuss this report in the Assembly and hand over the further investigation to the SIT or CID.
Justice PC Ghosh Commission Report: Change in BRS’s stance
The Congress government had constituted a commission headed by Justice Pinaki Chandra Ghose on March 1, 2024, to investigate irregularities in the construction of the Kaleshwaram project. After a 15-month investigation, it submitted a 650-page report to the government on July 31, 2025. BRS leaders had previously stated that they would cooperate with the investigation and that there was no corruption during their tenure. However, after the submission of the report, their stance changed and they approached the High Court to quash it.
BRS petition in Telangana High Court
On August 19, 2025, KCR and Harish Rao filed separate petitions in the High Court, arguing that the commission report should be quashed, arguing that it was politically biased. Although they appeared before the commission as witnesses, they alleged that they were not summoned under Sections 8B and 8C of the Commissions of Inquiry Act, 1952, and that the principles of natural justice were violated. A division bench of the High Court (Chief Justice Aparesh Kumar Singh and Justice GM Mohiuddin) held a hearing on August 21-22 and refused to stay the report. However, it held that it was wrong to keep the report in the public domain before the Assembly debate and ordered the government to remove it.
BRS appeals to the Supreme Court
BRS is preparing to approach the Supreme Court after the Telangana High Court refused to stay the order. KCR is reportedly in talks with senior lawyers. They will argue that the commission report was prepared with political malice and that they were not given due opportunity under Section 8B. They will seek quashing of the report based on the Supreme Court judgments (L.K. Advani vs. State of Bihar, 2003).
Congress government’s stance
The Congress government plans to table the report in the monsoon session of the Assembly and hold a comprehensive discussion. The 60-page summary was presented by Irrigation Minister N. Uttam Kumar Reddy in the cabinet meeting held on August 4, 2025. After the discussion, further investigation is likely to be handed over to the SIT or CID. If an investigation is ordered, analysts are of the opinion that KCR and Harish Rao will have to appear before the investigating officers.

Key points in the report
The Justice Ghosh Commission report found irregularities in the planning, design, construction and management of the Kaleshwaram project. It highlighted issues like construction defects in Medigadda, Annaram and Sundilla barrages and the sagging of the pier in Medigadda in October 2023. The report stated that the cost of the project had increased from ₹81,000 crore to ₹1.5 lakh crore. It is reported that KCR, Harish Rao and former Finance Minister Etela Rajender have been held responsible.
Political consequences
The BRS report is being accused of being politically motivated. The Congress government is criticizing the report for using it to politically damage the BRS. The Assembly debate and subsequent hearings are likely to pose legal and political challenges to the BRS leaders. The Supreme Court verdict will play a key role in this controversy .
